Virginia Passalacqua è esperta in materia di diritto dell’Unione Europea, migrazione e mobilitazione giuridica, che studia con un approccio contestualizzato. Il suo libro Legal Mobilization for migrant rights: Opportunities and Barriers at the European Court of Justice (Oxford University Press, 2025) analizza il ricorso al contenzioso comunitario da parte degli attori della società civile. Basandosi su ricerche comparative ed empiriche (qualitative), il libro svela le condizioni che favoriscono o ostacolano la mobilitazione attraverso il rinvio pregiudiziale.
Insegna diritto dell’Unione Europea, contenzioso dell’Unione Europea e politica agricola e ambientale dell’Unione Europea. In precedenza è stata Emile Noël Fellow alla NYU, Postdoctoral Fellow all’Università di Utrecht e al Collegio Carlo Alberto, e Academic Fellow all’Università Bocconi. Ha ricoperto incarichi di visiting professor presso la London School of Economics, l’Università di Oxford e l’Università di Copenaghen.
Ha conseguito la laurea in giurisprudenza (cum laude) presso l’Università di Bologna e il dottorato di ricerca in diritto dell’Unione Europea presso l’Istituto Universitario Europeo, dove ha lavorato sotto la supervisione del professor Bruno de Witte. La sua tesi ha ricevuto il Premio Mauro Cappelletti per la migliore tesi dell’IUE in diritto comparato e il suo articolo “Altruism, Euro-Expertise and Open EU Legal Opportunity Structure: Empirical Insights on Legal Mobilization Before the CJEU in the Migration Field” ha ricevuto il Premio Ius Commune 2020. Alla Bocconi ha ricevuto il premio per la didattica 2020-2021.
